Expert Engineering Consultancy for your railway projects
Consult International brings together a diverse and highly skilled team of engineering and assurance professionals. We have decades of experience working alongside Network Rail and therefore only ever recommend the most appropriate solutions, systems and suppliers to help realise your project delivery.
ASPRO
Any work—including construction, maintenance, or excavation—within 15 metres of the railway boundary or within a designated precautionary area (such as near level crossings or on bridges) necessitates early dialogue with Network Rail’s Asset Protection and Optimisation (ASPRO) team. We help you navigate through this complex assurance process, ensuring your project progresses as quickly and cost-effectively as possible.

CEMs and CREs
We provide Contractors Engineering Managers (CEMs) and Contractors Responsible Engineers (CREs) for railway projects such as track, major station work and rail civils. With the UK Government prioritising development on brownfield land, including sites adjacent to railway corridors, the construction industry now has far greater freedom in where it can build, meaning ASPRO involvement and mandatory appointment of a CEM and CRE.

Principal Designers
A Principal Designer is responsible for planning, managing, and coordinating health and safety during the design phase. Under UK regulations (like the CDM Regulations 2015), they ensure that risks associated with working near or on rail infrastructure—such as train movements, electrified lines, and restricted access—are identified early and designed out or properly controlled.

Our expert witness service provides independent, specialist opinion, usually in disputes, claims, or legal proceedings. They review technical details such as design, construction methods, safety practices, or delays, and give an unbiased assessment based on their expertise in railway engineering or construction.
